To get WSS installed correctly in both US and You own language (or more languages) - with US as administration language, use these steps:
Pre-requisite:
1. IIS Must be installed on the Server
2. If Fronpage Extensions 2002 is installed, remove this.
Install:
1. Download WSS with Service Pack 2
2. Download Language Template Pack for Your language
3. Start the installation of WSS with Service Pack 2
4. When all files are extracted, abort installation
5. Go to c:\Program Files\STS2Setup_1033
6. Execute setupsts.exe remotesql=yes
7. Select Server Farm and continue
8. When the dialogs to create a Configuration Database appears, close the Browser
9. Install the Language Template Pack
10. Execute Start -> Programs -> Administrative Tools\Sharepoint Central Adminstration
11. Continue to create a Configuration Database
12. When Creating a Content Database, look for a selection where You can specify with Language the root site should be, both English and Yout own language (from the Language Pack) should be possible to select here.
